Police: Caped man banned from parks after wielding knife | News
A man in a cape and wielding a knife in a Madison park on Sunday has been banned from all city parks for a year, according to a release from Madison police.
Officers were called to James Madison Park at 4:30 p.m. by witnesses who said the man was drinking beer and stabbed his knife into a picnic table where a mother was sitting with her child in a nearby stroller.
Witnesses told police the man was using vulgar profanity while asking members of a wedding party for food and money. They also said he was spotted urinating on a building.
Police said that when they arrived Philemon R. Dillard, 42, had put the knife back in his sheath on his hip.
Dillard was arrested on suspicion of four counts of disorderly conduct while armed and cited for having a fermented malt beverage on certain public property and disposing of human waste products.
